Congressional GOP Back President's Proposal to Overhaul Affordable Care Act

US senators are working through the weekend for the first time since the federal closure began more than a month ago, but hopes for a cross-party deal on how to resolve the standoff appeared to recede as GOP senators floated a plan unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Consequences of Federal Closure

The effect on US citizens from the longest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for forty-two million Americans.

Trump's Plan from Florida Resort

As Saturday's session got started, GOP senators embraced a proposal made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

Republican Endorsement

Several Republican senators praised the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this broken system with something that is truly better for the patient," one senator stated.

Another senator commended Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."

Democratic Reaction

Opposition lawmakers shared concerned responses to Trump's proposal.

"Essentially, Donald Trump's 'proposal' for health care is yet another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another senator reacted to the censure of carriers by posting: "Well, Trump and the Republicans dislike how the big, bad insurance companies are ripping-off Americans. Really? In that case I welcome your support for universal healthcare."

Ongoing Talks

The Senate went into recess without finding a resolution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to terminate the shutdown in exchange for a future vote on the ACA payments.

One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "require another way ahead" after Republicans rejected an offer to reopen the government and extend the subsidies for a year.

Another senior Democratic lawmaker persisted in maintaining that Republicans should accept a 12-month continuation of the payments before negotiating the future of the tax credits.

"Inaction is derelict because people will go into debt, people will lose insurance, people will get more ill," the senator said in a Senate address. "That's what will happen if this Congress does nothing."

Political Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of repealing and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Several analysts indicated that the essence of such a proposal would eliminate the ACA's mandate that carriers cover patients with pre-existing conditions.

After his golf outing, Trump returned to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and overhaul Obamacare with a iteration of the plan that was unsuccessful to secure enough backing in 2017.
