As the existentially challenged Conservative party gathers in Manchester for its yearly gathering, it has a lot to reflect on regarding its path forward. There is uncertainty if a road forward is available. We are in difficult days for a governing group that now has very little, if anything, new or unique to say to the electorate.

An Alternate Reality

Things could have turned out so different if tangible progress had been made on an policy focus that is important for people nationwide: Levelling up. However the previous administration hadn’t got the first clue on how to transform the popular slogan on levelling up into policy reality. Over twenty-four months after the general election, it debated what the term actually signified.

I was perplexed, because I’d already told Johnson what levelling up meant when we first spoke about it during his leadership campaign. This terminology was a concept I originated and used at the education ministry to talk about life chances. This became our core mission, and its definition is unambiguous: levelling up is the means by which we realize equal access – not through reducing chances away from those who possess it, but rather by extending opportunities to those that are without.

The Core Concept

Missed Opportunities

Ignoring this evidence, and in the middle of its post-Johnson leadership contest, in autumn 2022, the Tory administration terminated the programmes. Today’s Political Reality

At present the mandate on life chances and equal chances has passed to a new administration. The previous terminology has been discarded. The new government has its own public messaging of “eliminating hurdles to advancement”. The organization that is increasingly displacing the failing Conservative party, the alternative party, also has its own message – “economic renewal”. It’s a phrase to talk about new opportunities in communities like the one I was raised in, in the region. It claims that an former economic strength can reincarnate into an revitalized economy.

For the public, it must feel like a déjà vu experience. Identical problem, different language. But – as yet – no results.

What Must Change

Whether the government and opposition want to avoid the similar destiny, both these parties should learn from the Conservatives’ failure on levelling up; that fair chance language is simple terminology, but actual achievement of improved opportunities is much harder. Our nation’s persistently low social mobility remains the central problem for our country, with young people unable to get a proper professional launch, those laboring in full-time jobs with minimal progress after the housing costs are covered, and individuals nationwide without any genuine belief their children will be able to do improve in life than they have.

Politicians can talk about improved access repeatedly. But where is the party that has the complete plan on life chances? I observe no such party. The first to achieve this, succeeds. Not only for themselves, but, crucially, for a complete society that has desperately requires equal access so badly.
